OpenAI Extends ChatGPT Ads to 89 Countries with 26-Market Expansion

OpenAI is extending ChatGPT Ads to 26 additional countries, bringing the advertising platform’s availability to 89 countries worldwide, the company said in an October 21, 2026 announcement. OpenAI also reported that more than 100,000 advertisers have run campaigns on ChatGPT since ads launched just over eight months earlier.
New Markets in Latin America, Europe, the Middle East, Africa, and Asia
Following launches in Mexico and Brazil, OpenAI is bringing ChatGPT Ads to 14 more Latin American countries, including Argentina, Chile, Colombia, and Peru. The company is also launching in additional markets across Europe, the Middle East, Africa, and Asia, among them Nigeria, South Africa, Serbia, Ukraine, Cambodia, Bangladesh, and Pakistan.
Advertisers in the new countries can access ChatGPT Ads through technology partners or through self-service access in Ads Manager. OpenAI said the expansion lets more advertisers, ranging from local shops to multinational brands, reach people while they consider purchases in ChatGPT.
The launch builds on OpenAI’s recent expansions of ChatGPT Ads across Europe and across Southeast Asia and Taiwan.
Where Ads Appear in ChatGPT
Ads appear only on the Free and Go plans; Plus, Pro, and Enterprise subscriptions remain ad-free. OpenAI said advertising helps support free and low-cost access to ChatGPT for people around the world. The announcement also restates the company’s mission to ensure that artificial general intelligence benefits all of humanity.
OpenAI reports that more than 1.2 billion people use ChatGPT each week, using it to work through ideas, weigh alternatives, and reach decisions. The company said ads can help people discover products and services that fit their needs, including options they might not have found otherwise.
As an example of how an ad might surface, OpenAI described a user preparing for a first marathon: the person might ask about meals for race week, then refine suggestions around dietary preferences and the time available for cooking. A grocery delivery service ad tied to that conversation, the company said, could introduce an option the user had not considered. OpenAI said ChatGPT Ads lets businesses of any size present their products while people are still weighing their choices.
ChatGPT Go, the low-cost tier on which ads appear alongside the Free plan, is priced at $8 per month and includes expanded messaging, image creation, file uploads, and memory, according to a January 16, 2026 post outlining OpenAI’s approach to advertising. The post said Go had launched in 171 countries and that OpenAI was bringing the tier to the United States and everywhere ChatGPT is available.
OpenAI’s Stated Ads Principles
OpenAI states that ads in ChatGPT are visibly labeled, shown apart from ChatGPT’s answers, and have no effect on the answers themselves. Those commitments come from OpenAI’s published ads principles, the January post by Fidji Simo, which set out five guiding principles: mission alignment, answer independence, conversation privacy, choice and control, and long-term value.
Under those principles, OpenAI said it does not share users’ conversations with advertisers and never sells user data to them. Users may switch off personalization and erase the data used for ads at any point, and the company said it will always provide a way to use ChatGPT without ads, including a paid ad-free tier. The principles also state that OpenAI does not optimize for time spent in ChatGPT and places user trust and user experience ahead of revenue. OpenAI said it aims to make its ads useful to users as they work toward their goals, and effective for advertisers.
In the same post, written before the advertising test began, OpenAI said ads would be withheld from accounts where users say they are under 18 or where OpenAI predicts they are, and that ads would be kept away from sensitive or regulated subject matter, including health, mental health, and politics.
L’Oréal Statement and Next Steps
L’Oréal Group CDMO Asmita Dubey, quoted in the announcement, said: “Testing early with OpenAI enables us to pioneer helpful experiences and journeys, from discovery, to evaluation, to agentic commerce, ensuring L’Oréal remains the most trusted, expert answer wherever beauty conversations take place.” Dubey said that as billions of consumers use AI models to discover and explore beauty, the company’s mission remains to deliver meaningful value and build deeper connections.
With ChatGPT Ads now available in 89 countries, OpenAI said the platform’s next phase will bring new formats, objectives, buying options, and measurement capabilities. The company also said it continues to explore more native ways for businesses to interact with consumers inside ChatGPT.
