Trump Announces Super Intelligence Force Led by Four Officials

President Donald Trump on October 4, 2026, announced the formation of the Super Intelligence Force in a post on his Truth Social account, naming four administration officials to lead a body he said will coordinate the federal government’s effort to ensure America continues to lead the world in super intelligence.
Mandate and Engagement Scope
Trump presented the force as a follow-up to what the post calls the Historic White House Accord on Super Intelligence, an event at which, he wrote, the world’s most important technology companies came together and confirmed their responsibilities to the American people. According to the announcement, the force “is tasked with coordinating the effort of the Federal Government to ensure that America continues to lead the World in Super Intelligence.” Trump wrote that many say super intelligence is bigger than the Industrial Revolution and the internet, and he said the force will protect the interests and improve the lives of all Americans.
The post states that the Super Intelligence Force will coordinate the federal government’s engagement with consumers, public interest groups, religious organizations, critical infrastructure providers, and super intelligence companies.
Leadership and Reporting Line
The announcement identifies four leaders of the force: Jay Clayton as Director of National Intelligence, Andrew Ferguson as Chairman of the Federal Trade Commission, Emil Michael as Under Secretary of War for Research and Engineering and Chief Technology Officer, and Scott Kupor as Director of the Office of Personnel Management. According to the post, the force will report to the president and to White House Chief of Staff Susie Wiles. Trump signed the post in his name and closed by thanking readers for their attention to the matter.
The AI Force Pledge and the Super Intelligence Order
The formation announcement follows a September 19, 2026, post on Truth Social in which Trump said he was forming an “AI Force,” much as he had formed the Space Force, and said he would announce an AI czar in the near future.
On September 29, 2026, Trump signed Executive Order 14434, titled “Inaugurating the Era of Super Intelligence.” The order states that America stands at the forefront of a new technological revolution in intelligence and that the modern field of artificial intelligence was born in the United States, where American scientists first gave the field its name and laid the foundations for its development. Today’s frontier systems, it states, do more than imitate or automate discrete aspects of human intelligence; they increasingly amplify human ingenuity and unlock new forms of creativity, empowering Americans to achieve what was previously impossible across science, medicine, and nearly every other domain of human endeavor. As those capabilities continue to improve, they “increasingly represent not merely artificial intelligence, but a new era of Super Intelligence.”
The order makes it administration policy that, to the maximum extent permitted by law, the executive branch use the terms “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI,” and that it not acknowledge the usage of “Artificial Intelligence” and “AI” in any applicable setting. It further directs agencies, to the maximum extent permitted by law, to use the new terms in official correspondence, public communications, websites, reports, policy documents, and other non-statutory documents within the executive branch, and it does not require the alteration of previously issued regulations, presidential actions, contracts, grants, or other historical documents.
The order states that federal terminology should reflect what it describes as the transformative capabilities of these technologies, and that the term “Super Intelligence” more appropriately captures their promise, potential, and rapidly advancing capabilities. For purposes of the order, “Super Intelligence” and “SI” mean the technologies and systems encompassed by the statutory definition of artificial intelligence in title 15 of the United States Code, except where otherwise provided by law. That definition governs implementation of the order unless and until superseded by subsequent presidential action consistent with applicable law or by an act of Congress.
The order is to be implemented consistent with applicable law and subject to the availability of appropriations, and it does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States. It also states that nothing in it impairs authority granted by law to an executive department or agency or the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
The order directs the Assistant to the President for Science and Technology, in consultation with the heads of other agencies as the science adviser deems appropriate, to submit proposed legislative language to the president within 60 days of the order’s date to establish a federal definition of “Super Intelligence” and “SI” that reflects the capabilities the order describes. The proposal must include an assessment of whether and to what extent the definition should modify, expand upon, or otherwise supersede the existing statutory definition of artificial intelligence; any proposed conforming amendments to existing statutory references to artificial intelligence; and recommendations for any additional presidential or executive action necessary to implement the proposed definition throughout the executive branch.
